The Landlord Program is designed for owners and/or managers with rental property. Participation in this program will ensure service is always available at your rental unit without the need to call or visit our office each time a tenant vacates.
To participate, you will need to complete the Landlord Service Agreement form for each apartment/unit you want to place under this agreement. This will not be a seasonal program. If you do not wish to complete the form online, you can download a copy here.
When you complete the Landlord Service Agreement form, it will be in effect year-round. If you choose to terminate the agreement, it will require 60 days prior written notification, and it will be one year before you can be reinstated to the program.
Any lease and/or other disagreements are solely between the landlord and tenant.

FAQs - What If?
A Property Has Been Transferred To New Ownership
HEC must be notified in writing. This is not the same thing as requesting to disconnect service for any properties currently in the landlords name. It is your responsibility to notify HEC and advise us to discontinue the landlord program. Failure to do this means you will be held responsible for any bills that accrue.
A Tenant Notifies HEC To Discontinue Service
Service will automatically be transferred to the landlord's name. Landlords are then responsible for all payments to HEC for services rendered to their addresses when tenants are not obligated to pay.
The Balance Due For Service During Which Time It Was In The Landlord's Name Remains Unpaid
Account will be sent to a collection agency for processing and all properties will be removed from the program.
A Tenant Is Disconnected For Non-Payment Or Non-Renewal Of Their JMU UDAP Contract
Service will remain disconnected until all past due amounts and collection fees are paid or until HEC is notified by the landlord to reinstate service in the landlord's name.
Landlord Service Agreement
The Undersigned customer further agrees, as long as the utility service is in the tenant's name, the tenant reserves the right to have their service disconnected at any time. The service will automatically be transferred to the landlord's name at time of notification for discontinuance of service from tenant.
