RE: Harrisonburg Electric Commission Solar Interconnections
HEC is pleased to announce that the City of Harrisonburg is nearing 1.4 Megawatts of installed solar capacity and would like to thank everyone that has taken part in our net metering program. This number is significant given that the current HEC Parallel Connection agreement allows for the installed capacity of all installations (existing and proposed) to not exceed 1% of the HEC peak demand for the previous year. There are numerous customers inquiring about installing renewable energy in parallel with HEC’s power distribution system which has the possibility of exceeding the HEC 1% limit.
HEC recognizes that the current 1% limit could obstruct additional renewable energy installations and has enacted the following:
• HEC has increased the limit of allowable renewable energy installations from 1% to 2% of the HEC peak demand for the previous year.
• The current net metering policy will apply to all renewable customers that have applied for net metering by September 1, 2019 and completed their installation by December 31, 2019. These customers will be grandfathered for a period of 25 years.
• HEC is in the process of revising its Net Metering policy based on current and future interest of renewable energy installations. Any changes to the policy will go into effect for renewable energy installations applied for after September 1, 2019.
Any applications received on or after April 15, 2019 will need to be filled out using the latest revision of HEC’s Parallel Connection agreement. Pages 1-4 for residential or commercial installations will need to be filled out, signed and returned to HEC by September 1, 2019 to be put on the list to be grandfathered with the current net metering policy.
