Customers may apply for service via electronic mail, by calling us at (540) 434-5361 or by visiting our office during normal business hours at 89 West Bruce Street, Harrisonburg, VA.
If applying by e-mail, please submit your request at least two business days prior to your service need. Please be sure your e-mail address and phone number are correct, as we will e-mail an acknowledgement that your information has been received and will be processed.
Required information includes customer's name, address of service, phone number and the date the service is to be connected. A $5.00 service connection fee will be billed. If you are a James Madison University student and participate in the Utility Deposit Assistance Program, you must submit the contract number and name as displayed on the contract.
Please refer to the HEC Schedule of Rules and Regulations to view the contract agreement between HEC and the customer.
